Clean Truck Check – Periodic Inspections

California’s new Clean Truck Check Program now requires all vehicle’s entering California to complete a proactive periodic inspection and provide the inspection results to the state in order to receive a Truck Certificate. Truck Certificates are required to renew DMV registration and operate in the state.

Fleets have created their CTC VIS accounts and paid CARB their truck fees, however, the periodic inspection phase of the program is around the corner. All non-gasoline vehicles, GVWR 14,001+ lbs. operating in California are now required to provide periodic test inspections to CARB, by truck, to demonstrate no active ECU or MIL issues exist. Failure to do so will prevent California Truck Certification and DMV renewal.

When are inspections due?
If you are registered in California, your inspection due date is based on your registration expiration date. However, if you have California exempt plates, your due dates are generated on the last digit of the VIN. If your truck is registered outside of California, your inspection due dates are based on the last digit of the VIN.

Fleets are allowed to test 90 prior to your due date, to allow enough time to make any repairs, if needed. CARB are specifically looking to ensure no active MIL issues or emission related fault codes are present on your truck.

  • In 2024, periodic testing is just the 2nd half of 2024
  • In 2025 & 2026, inspections will happen twice a year.
  • In 2027+ inspections will happen quarterly.

CA DMV Registration Expiration – Inspection Schedule:

For example, your registration is good through 7/31/2024, your “due dates” are January & July. For 2024, specifically, only July. In future years, you will test by January & July of each year. The 90 window is shown in blue – as to when you can start your inspections. Do not inspect earlier than 90 days before your due date, as CARB will require a second test within the 90 day window in order to accept and pass your vehicle and issue a Truck certificate.

Out of State Registered and/or Exempt Plates – Inspection Schedule:
For example, your registration is good through 12/31/2099 or you are registered in another state, but the last digit of your VIN is a 4, then your due date is February & August each year. Since in 2024, we only test the second half of the year, you only test by August, which means you can start in June when your 90 day window opens up. Do not inspect earlier than 90 days before your due date, as CARB will require a second test within the 90 day window in order to accept and pass your vehicle and issue a Truck certificate.
