Fleets & Owner Operators
All non-gasoline vehicles (registered in or out of CA) will be required to comply with the new Heavy Duty Inspection & Maintenance program.
All non-gasoline vehicles with a gross vehicle weight rating over 14,000 lbs.
As of July 2022, CARB have implemented CA High-emitter vehicle screening and sending fleets notices to complete follow up compliance testing. By January 2023 the new Truck Certification Reporting System should be ready for initial reporting. By July 2023, the Heavy Duty Inspection & Maintenance bi-annual testing, reporting and compliance fee phase will begin.
On Board diagnostics is the computer system on the vehicle that tracks and regulates the vehicle performance, collecting information from a network of sensors inside the vehicle and can alert the driver when engine problems occur.
A Malfunction Indicator Light (MIL) is illuminated when there is an issue with the engine, transmission or emission control system. The MIL signals the driver the issue is currently active and needs to be addressed as soon as possible.
A new certificate established to legally allow operation in California, prompted by Senate Bill 210 (Leyva; Statutes of 2019) directing CARB to develop and implement a comprehensive heavy duty inspection & maintenance program.
Yes, fleets will need a truck certificate in order to renew DMV registration, as well as operate in the state (for out of state vehicles). Failure to obtain and maintain your truck certificate will terminate your ability to operate in the state – even prior to DMV renewal.
For non-gasoline vehicles with pre 2013 engines, CARB require a bi-annual PSIP test to be completed and provided to CARB, in lieu of the OBD submission. This opacity requirement also includes an annual test submission for all vehicles currently utilizing the low use provision.
Fleets will need to supply CARB with OBD and PSIP test results on a bi-annual basis (then quarterly by 2026), to demonstrate no active ECU codes or MIL issues exist in order to obtain and maintain a California Truck Certificate. If emission related issues are present, fleet owners will also need to provide CARB maintenance records to provide as proof that corrective actions and repairs have been completed.
