Advanced Clean Fleet (High Priority Fleets) – Annual Reporting & Simulations

Does your Fleet have over 50 trucks (nationwide) with at least 1 operating in California, or gross over 50 million in annual revenue? If so, you are now required to be part of the Advanced Clean Fleets Regulation. This regulation is broken up into 3 different sub-programs, all with the goal of transitioning ICE (Internal Combustion Engines) vehicles into ZEV (Zero Emission Vehicles) over the next 18 years.

There are two different pathways to compliance and it is important you understand the benefits and disadvantages of each pathway. Your current purchase strategy, turnover cycle and age of your existing fleet will influence each option. This regulation applies to ALL fuel types, over 8,500 lbs.

If you operate vehicles outside of California, those factor into your “50” vehicle count, however the compliance path forward only affects the vehicles that operate in the state. The goal of this rule is to accelerate the number of medium and heavy-duty zero-emission vehicle purchases to achieve a full transition to zero-emission vehicles in California as soon as possible.

The TRUCRS Reporting System has been revamped to now deal with Advanced Clean Fleets reporting. Previously, only diesel equipment over 14,000 lbs. has been reported in this system. Fleets now need to add in all their other equipment, not previously reported, which includes diesel equipment 8,500 lbs. -14,000 lbs. as well as all other fuel types (gasoline, propane, etc.) 8,500+ and above.

Vehicle grouping is important in this rule and fleets need to ensure all vehicle types are correctly reported in the TRUCRS portal, as this will dictate which vehicle group CARB have placed your vehicles into. This only matters if you are opting in the Milestone Phase-in compliance pathway.

  • Advanced Clean Fleets – Drayage: December 31, 2023
  • Advanced Clean Fleets – High Priority Fleets: January 31, 2024 (Currently Voluntary until EPA waiver issued)
  • Advanced Clean Fleets – State & Local Governments – April 1, 2024 (Not affected by current litigation)
